Lagos State Deputy Governor and All Progressives Congress (APC) governorship candidate, Obafemi Hamzat, has unveiled a 100-point development agenda ahead of the 2027 governorship election, promising major investments in healthcare, education, transportation, security and economic opportunities.
Hamzat presented the manifesto, titled The Lagos Promise, at an event organised by the Lagos State APC PBAT-KOH Campaign Council 2027 at the Wole Soyinka Centre for Culture and Creative Arts in Iganmu, Lagos, on Friday.
The programme also introduced his campaign theme, Lagos, Forward Together.
A major proposal in the manifesto is the establishment of a Child Protection and Nutrition Agency within his first 100 days in office, if elected governor.
Hamzat said he would submit a bill to the Lagos State House of Assembly to create the agency, which would work towards ensuring that every child below 18 years was either attending school or learning a trade and had access to adequate food.
He also promised to establish a Lagos State Service Delivery Office through an executive order to monitor government performance and track the implementation of his campaign promises.
Another major proposal is the creation of a state wealth fund with an independent board and publicly accessible accounts, designed to preserve resources for future generations.
Hamzat said 87 of the 100 commitments were within the powers of the state government, while the remaining 13 would require consultations with the Federal Government and other institutions.
He also pledged to publish regular performance reports, allowing residents to measure his administration against the promises made during the campaign.
On healthcare, the APC candidate promised to increase maternal and child healthcare centres across the state from six to 15, build two new general hospitals in Ogombo and Ibeju-Lekki and upgrade 100 primary healthcare centres.
He said his administration would also recruit more doctors, nurses and midwives while completing ongoing hospital projects.
In education, Hamzat promised to strengthen the EkoEXCEL programme, improve teaching standards, expand technical and vocational training and review teachers’ compensation packages.
He also outlined plans to create more employment opportunities through support for small businesses, improved access to credit and easier business registration and permit processes.
Under a proposed vocational placement scheme, students in technical schools would spend between six and 12 months with employers, with the state government covering 40 per cent of their stipends.
On transportation, Hamzat pledged to extend the Blue Line rail service to Okokomaiko, advance the Green Line project towards the Lekki Free Trade Zone and connect the Blue and Red rail lines at the National Theatre station.
He also promised to expand ferry operations, procure 75 riverine vessels and improve road infrastructure across the state.
For housing, he proposed mortgage arrangements requiring a 10 per cent deposit, single-digit interest rates and longer repayment periods.
On environmental management, Hamzat set a target of achieving 95 per cent waste collection coverage through improved private-sector participation. He also promised to complete waste transfer facilities and a waste-to-energy project at Agbowa.
The manifesto further includes plans to expand CCTV coverage, improve street lighting and strengthen the Lagos State Neighbourhood Safety Agency.
At the event, Governor Babajide Sanwo-Olu urged Lagos residents to support Hamzat, describing his deputy as an experienced administrator who had participated in major decisions and projects during their seven years in office.
Sanwo-Olu cited the state’s response to the COVID-19 pandemic, the development of the Blue and Red rail lines and the Lekki Deep Sea Port among projects in which Hamzat had played a role.
Lagos APC Chairman, Cornelius Ojelabi, and former Deputy Governor Sarah Sosan also endorsed Hamzat’s candidacy, calling for continuity in the state’s development programmes.
The 2027 Lagos governorship election is expected to determine who succeeds Sanwo-Olu, whose administration is approaching the end of its second term.
