NOA and NANS Disagree Over Learner Identification Number

The National Orientation Agency says it should not be mistaken for the government institution responsible for the proposed National Learner Identification Number.

NOA Director-General Lanre Issa-Onilu made the clarification after the National Association of Nigerian Students questioned the agency’s role in the initiative.

According to Issa-Onilu, NOA’s involvement comes from its responsibility to explain government policies and programmes to Nigerians.

The agency, he said, does not have to be the creator or implementing authority of a policy before it can communicate information about it.

That distinction is at the heart of the latest disagreement surrounding LIN.

NANS had challenged the proposed learner identification system and questioned the agency’s involvement. The student body also raised the issue of the existing National Identification Number and the need for another identification arrangement.

NOA says those policy questions should be directed to the institutions responsible for developing and executing LIN.

Issa-Onilu said NOA’s role is to make government information easier for citizens to understand and provide a channel through which people can express their views.

He also acknowledged that NANS is an important stakeholder because the proposed system concerns students.

Rather than dismissing the students’ concerns, the Director-General said NOA is prepared to engage with NANS and other interested groups.

One of the issues open for discussion is the relationship between LIN and NIN.

The clarification is significant because public understanding of government policies can sometimes blur the lines between the agency communicating an initiative and the institution responsible for the policy itself.

NOA says that has happened in this case.

The agency maintains that explaining the proposed learner identification framework does not mean it has assumed authority over it.

The wider policy debate, however, remains.

Questions around duplication, student consultation and the relationship between different identity systems are still matters for the relevant government institutions and stakeholders to address.

For NOA, its immediate position is clear: it says its responsibility is to inform, explain and facilitate engagement.

It is not claiming ownership of the proposed LIN system.
